If you've been skeptical about deep-sixing your landline, it's now time. Talk is cheap, and call quality is fab... mostly, anyway....
[Editors' Pick] Lingo
Looking for a bargain? Lingo's low monthly fee covers unlimited calling to the US, Canada, Puerto Rico, and more than 20 other countries, including Australia and most of western Europe. Although we initially encountered an annoying echo with overseas connections, after contacting the company for help, the problem went away. Domestic calls were superb, soundwise.
WIRED: Most inexpensive plan. Tidy online account manager. No hold time for tech support. Optional mobile plan lets you save big bucks when making international calls on your cell phone. (First dial a designated number to connect with Lingo, then make your international call.)
TIRED: Some cable-futzing required during setup.

Lingo is one of my favorite and affordable internet phone service...
Lingo provided terrible service. The call quality was consistently bad and calls were dropped. They regularly blamed my ISP, but when I tried to cancel my Lingo service, they tried to charge me for future months.
I've had several VOIP services over the years and I have to say Lingo is by far the worst service I have ever encountered!
I lost count of the number of people who could not hear me, the number of times calls wouldn't connect or how often I had to resort to my cell phone to make a call.
Calling features never worked consistently. The most frustrating part of their service was every time I opened a ticket, I would get a call from a tech to tell me everything was working fine. They would then close out the ticket.
The final straw was when I started getting bounceback emails from their customer service mailbox.
To add insult to injury, even though I had numerous trouble tickets on file, they still insisted on charging me an early cancellation fee when I gave up in disgust.
There are a ton of VOIP services out there. Pick any other provider at random and you probably won't get any worse service than I experienced.
